Abstract

The study deals with a system of components defining success of functioning of any controlled social and economic system goal-setting (including measurability of the purposes), survival, effectiveness, efficiency, productivity, implementation level — the actual achievement of the goals). Based on the transformation of the model of expectations of V. Vrum, we have formed a parameter for assessing the quality of the relationship between the components of the triad «goal-measurability-practical implementation» of the controlled socio-economic system. The study takes a closer look at the Russian programs of «Innovative development and modernization of the economy» and assesses the quality of the relationship between the components of the triad «goal-measurability-practical implementation»
